In the Netherlands, having a bicycle bell on a bicycle from 1906 is legally required. The bell is usually mounted on the handlebars on the left. This stems from the time that a horn was mounted on the bike instead of a bell. Because you had to take your hand off the wheel before honking, at least the dominant hand (with most people on the right) remained free to steer.
